When the Second World War began, Theodor Meron was just nine years old. A Jewish boy in Nazi-occupied Europe, he survived ghettos, camps, and unimaginable atrocities—losing most of his family before finding sanctuary in British Palestine after the Holocaust. More than eight decades later, Judge Meron stands as one of the world’s foremost authorities on international criminal justice. A scholar, diplomat, and groundbreaking jurist, he has served as President of three United Nations war crimes tribunals and delivered landmark decisions on genocide, crimes against humanity, and war crimes.

In his extraordinary memoir, A Thousand Miracles, Meron reflects on a life devoted to the pursuit of justice: from his early years as a legal adviser often swimming against the political tide, to his pioneering role in shaping modern international law. He is widely known for his 1967 legal opinion—issued while serving at Israel’s Ministry of Foreign Affairs—concluding that Jewish settlements in the occupied West Bank were illegal under international law. In recent years, he has continued to engage at the highest levels, advising the International Criminal Court on potential crimes arising from the Russia–Ukraine war and from the conflict in Israel and Gaza since 2023.

At a moment when the institutions of international justice face unprecedented strain, Meron’s life story offers a powerful reminder of the enduring necessity of accountability, moral courage, and the rule of law.
